System-level impact by WorldSkills
WorldSkills creates impact far beyond the Competition floor. Previous research by the WorldSkills Global Research Council identified the potential for WorldSkills to act as a catalyst for system-level change across national skills and TVET systems. This research takes the next step by exploring where and how that system-level impact happens in practice. Through case studies of WorldSkills Costa Rica, WorldSkills Japan, and WorldSkills UK, the research examines how Members use their engagement with WorldSkills to influence individuals, organizations, national TVET systems, and the wider policy environment.
The findings will contribute to WorldSkills Vision 2035 and inform the development of tools to help Members better understand, develop, and expand their own impact.
What is system-level impact?
System-level impact means change that reaches beyond the competition floor into a country or a region’s wider skills system. Research from the WorldSkills Global Research Council has identified that this change happens at three levels: macro, meso and micro (see model). It represents impact that spans broader shifts in the economy, society, and government policy; impact among the organizations that WorldSkills Members work with; and impact for individuals themselves.
